City Charter issues were:, (1) reduce the residence qualifications from 5 years to 3 years for City Council candidates, (2) to provide for the election of five councilmen for every two years, for 2-year and 4-year terms continuing the present system of electing councilmen from the city at large, (3) to provide for the election of nine councilmen every two years, for 2-year terms, with one councilman elected by the voters of each of nine districts. The two bond issues were for $50,000 for improvements of the municipal airport and $250,000 for construction of two fire stations and purchase of two new fire trucks and other equipment.
